from the members.

Chair Barón disclosed on the record a potential conflict of interest. The Chair recused  
himself, and Vice Chair Balducci assumed the role of chair for this item.  
Councilmember Dembowski moved to suspend Council rule 1.24.085 for this item.  
There being no objections, the motion was approved. Councilmember Dembowski  
moved to remove Chair Barón as a sponsor for this item. There being no objections,  
the motion was approved, and Councilmember Dembowski became the main sponsor  
for this item.
