Call to Order
Chair Phillips called the meeting to order at 9:45 a.m.

Present: Mr. Phillips, Mr. McKenna, Mr. von Reichbauer, Mr. Constantine and Mr. Gossett
Excused: Ms. Hague and Ms. Sullivan
 
Approval of Minutes of October 1 and 8, 2003

The Minutes of October 1 and 8, 2003 were approved as presented.
Discussion and Possible Action
 
Items 2-5 were considered together.
 
2.
Proposed Ordinance No. 2003-0410 Mr. Phillips
AN ORDINANCE approving and adopting the class action settlement agreement negotiated
between King County and the plaintiffs in Covey, et al. v King County, and directing the
executive to implement the terms of the agreement.
Peggy Dorothy, Council staff, briefed the committee on Proposed Ordinances 2003-0410, 0411,
0412 and 0438 and answered questions of the members.

Also present to brief the committee and answer questions were: Karen Pool Norby, Senior
Prosecuting Attorney, Prosecuting Attorney's Office; Susan Rahr, Chief, Field Operations, Sheriff's
Office; Steve Call, Director, Office of Management and Budget, Executive Office; Cheryl Broom,
Auditor, King County Auditor's Office; Bob Cowan, Director, Finance and Business Operations,
Department of Executive Services; Pat Lee, Chief, Technical Service Division, Sheriff's Office and
David Lawson, Internal Audit Manger, Office of Management and Budget, Executive Office.

The Chair, seeing no objections, deferred action on Proposed Ordinances 2003-0410, 0411, 0412
and 0438 to a later date.

Proposed Ordinance No. 2003-0411 Mr. Phillips
AN ORDINANCE approving and adopting four memoranda of agreement negotiated by
and between King County and Service Employees International Union, Public Safety
Employees, Local 519 ((Non-Commissioned) and (Communications Specialists)); King
County Court Protection Guild (Court Protection Security Assistants); and the King County
Police Officers Guild representing employees in the King County sheriff's office and
establishing the effective dates of said agreements.

Proposed Ordinance No. 2003-0412 Mr. Phillips
AN ORDINANCE making an appropriation of $7,557,500 to the risk abatement fund for
the purpose of paying the claims of the class action plaintiff's, attorney's fees, and other
related costs as stipulated by the Covey settlement; amending the 2003 Budget Ordinance,
Ordinance 14517, Sections 39, 54 and 74, as amended, and adding a new section to
Ordinance 14517.

Proposed Ordinance No. 2003-0438 Mr. Phillips
AN ORDINANCE making an appropriation of $61,412 from the sheriff; to meet the

appropriate level of appropriation authority; and amending the 2003 Budget Ordinance,
Ordinance 14517, Section 17, as amended.
