Call to Order
The meeting of the Natural Resources and Utilities Committee was called to order at 1:31 P.M.

Proposed Ordinance No. 2004-0310 Ms. Edmonds
AN ORDINANCE authorizing the executive to enter into an agreement with the city of
Bothell regarding mitigation for the Brightwater project.
Mike Reed, Council Staff, briefed the Committee on Proposed Ordinance 2004-0310. Christie True,
Manager, Major CIP Section, Wastewater Treatment Division, DNRP was present to brief and
answer questions from the members.
A motion was made by Ms. Hague that this matter be Recommended Do Pass. The motion
carried by the following vote:

Proposed Ordinance No. 2004-0311 Ms. Edmonds
AN ORDINANCE authorizing the executive to enter into an agreement with the Lake
Forest Park Water District regarding mitigation for the Brightwater project.
Mike Reed, Council Staff, briefed the Committee on Proposed Ordinance 2004-0311. Christie True,
Manager, Major CIP Section, Wastewater Treatment Division, DNRP and Dan Mundall, Lake Forest
Park Water District were present to brief and answer questions from the members.
A motion was made by Ms. Hague that this matter be Recommended Do Pass. The motion
carried by the following vote:

Proposed Ordinance No. 2004-0312 Ms. Edmonds
AN ORDINANCE authorizing the executive to enter into an agreement with the city of
Shoreline regarding mitigation for the Brightwater project.
Mike Reed, Council Staff, briefed the Committee on Proposed Ordinance 2004-0312. Christie True,
Manager, Major CIP Section, Wastewater Treatment Division, DNRP, and Robert Olander, City of
Shoreline were present to brief and answer questions from the members. The following person was
present to offer public testimony:

1. Richard Kink, 19553 - 27th Avenue NW, Shoreline, WA.
A motion was made by Ms. Hague that this matter be Recommended Do Pass. The motion

Woodinville regarding mitigation for the Brightwater project.

Manager, Major CIP Section, Wastewater Treatment Division, DNRP and Pete Rose, City of
Woodinville were present to brief and answer questions from the members.
A motion was made by Ms. Hague that this matter be Recommended Do Pass. The motion
carried by the following vote:

Proposed Motion No. 2004-0321 Mr. Phillips, Mr. von Reichbauer and Ms.
Hague
A MOTION approving of the Washington Economic Development Finance Authority's
plan to issue non-recourse economic development revenue bonds, a portion of the proceeds
of which will be loaned to Cedar Grove Composting, Inc., for capital improvements at the
Cedar Grove Composting, Inc., facility located in unincorporated King County.
Peggy Dorothy, Council Staff briefed the Committee on Proposed Motion 2004-0321. John Brigham,
Chief Financial Officer, Cedar Grove Composting, Inc., and Jonathan Hayes, Executive Director,
Washington Economic Development Finance Authority were present to brief and answer questions
from the members.
A motion was made by Ms. Hague that this matter be Recommended Do Pass. The motion
carried by the following vote:

A MOTION to name a lake located on the west side of 9th Avenue in Federal Way, Lake
Marckx.
Marilyn Cope, Council Staff briefed the Committee on Proposed Motion 2004-0320. Moved by Ms.
Hague. There was an amendment and a Title amendment adopted 4-0-1 with Councilmember von
Reichbauer excused.
A motion was made by Ms. Hague that this matter be Recommended Do Pass Substitute. The
motion carried by the following vote:

Mike Reed, Council Staff briefed the Committee on the Proviso Response on Groundwater Protection
Program Funding. Sarah Ogier, Groundwater Policy Analyst, DNR&P and Bill Lasby, Public
Health were present to brief and answer questions on the power point presentation from the
members.

Green Printing project
Mike Reed, Council Staff briefed the Committee on Green Printing project. Mark Isaacson, Assistant
Manager, Roger Hoesterey, Contractor, Water and Lands and Lee Springate, Point Wilson Group

were present to brief and answer questions on the power point presentation from the members.

Solid Waste Export System Plan Ordinance discussion
Councilmember Bob Ferguson and Peggy Dorothy, Council Staff briefed the Committee on the Solid
Waste Export System Plan Ordinance.
