Mike Reed, Council Staff, briefed the Committee on Proposed Motion 2002-0317. Lynn Stokesbary,
City of Kirkland; Ethan Raup, Executive office and Bob Burns, Acting Division Manager, Parks Division were present to brief and answer questions of the Committee. The following person was present to offer public testimony. - Will Knedlik, PO Box 99, Kirkland, WA 98033 After the staff had an extensive discussion with the Clerk, Legal Counsel and the Prosecuting Attorney, they believe that an ordinance, rather than a motion is need it authorizing the Executive to approve the attached interlocal agreement, is a more effective method to authorize this transfer. The Chair instructive the staff to prepare such an ordinance that is substantially identical language, this way this issue had the discussion by the Committee that was very intensive and detail. In the interest of timely action, it is the Chair's and the committee members recommendation that the Council will consider and act on the ordinance as soon as the requirements allows it with no need to come before the Natural Resources, Parks and Open Space. On this motion the chair moved for the Full Council to consider and approve the ordinance as present to them. The motion by the NRPOS Committee was adopted 4-0-1 Councilmember von Reichbauer excused. |
