Vice Chair Dembowski moved approval of the June 26, 2024, meeting minutes. There  
being no objections, the minutes were approved.

AN ORDINANCE relating to a capital improvement project; making a supplemental appropriation of  
$52,065,500 to the Harborview Medical Center capital program 2020 Proposition 1 fund; and amending  
the 2023-2024 Biennial Budget Ordinance, Ordinance 19546, Section 129, as amended, and Ordinance  
19546, Attachment A, as amended.  
Sam Porter, Council staff, briefed the committee and answered questions from the  
members. Aaron Rubardt, Deputy Budget Director, Performance Strategy and Budget;  
and Tony Wright, Director, King County Facilities Management Division; answered  
questions from the members.  
Vice Chair Dembowski moved striking amendment S1. The motion was withdrawn.  
This matter was expedited to the July 16, 2024, Council agenda.  
A motion was made by Vice Chair Dembowski that this Ordinance be Passed  
Out of Committee Without a Recommendation. The motion carried by the

authorized the issuance of limited tax general obligation bonds of the county; and amending Ordinance

as amended, 14, 17, as amended, 18, and 19, as amended.

Vice Chair Dembowski moved striking amendment S1. Vice Chair Dembowski moved  
amendments 1 and 2 to S1. The amendments were adopted. Chair Zahilay moved  
amendment 3 to S1. The amendment was adopted. Councilmember Balducci moved  
amendments 4 and 5 to S1. The amendments were adopted. Striking amendment S1  
as amended was adopted. Vice Chair Dembowksi moved title amendment T2. The  
amendment was adopted.  
This matter was expedited to the July 16, 2024, Council agenda.  
A motion was made by Vice Chair Dembowski that this Ordinance be  
Recommended Do Pass Substitute. The motion carried by the following vote:
