Call to Order
The Metropolitan King County Council's Committee-of-the-Whole meeting was called to order at 9:48
a.m. by Madam Chair Sullivan.

1. Additions to the Council's Agenda of April 21, 2003
None

 
2. Approval of Minutes of April 14, 2003
Councilmember Phillips moved to approve the meeting minutes of April 14, 2003 as presented. The
motion passed.

 
Special Recognition

3. Honoring the memory of King County District Court Judge Robert A. Wacker, who passed
away April 1, 2003, for his dedication and commitment to our community and legal system, and
expressing condolences to his family, friends and colleagues.
Councilmember Carolyn Edmonds, read and presented the special recognition honoring the memory
of King County District Court Judge Robert A. Wacker, who passed away April 1, 2003, for his
dedication and commitment to our community and legal system, and expressing condolences to his
family, friends and colleagues.

Lenida and Paul Wacker accepted the special recognition and thanked the Committee.

Judge Doug Smith spoke in memory of King County District Court Judge Robert A. Wacker.

AN ORDINANCE authorizing the county to enter into an agreement with Fremont Public
Association, allowing the county to participate in the Working Wheels program and to
provide up to fifty surplus vehicles to the Working Wheels program each year.
Scott White, Council Staff, briefed and answered questions from the Committee.

Sid Bender, King County Budget Office, answered questions from the Committee.

A motion was made by Councilmember von Reichbauer to adopt Amendment 1B. The motion passed
9-0 with Councilmembers McKenna, Patterson and Phillips excused.
 
A motion was made by Mr. von Reichbauer that this matter be Recommended Do Pass
Substitute. The motion carried by the following vote:
Votes: Yes: 9 - Ms. Sullivan, Mr. von Reichbauer, Ms. Edmonds, Ms. Lambert, Mr. Pelz, Mr. Constantine,

AN ORDINANCE related to zoning, establishing land use, siting and performance standards
for oil and gas well extraction facilities; adding new sections to K.C.C. chapter 21A.06 and
adding a new chapter to K.C.C. Title 21A.
Rick Bautista, Council Staff, briefed and answered questions from the Committee.

Jason King, Deputy Director, Department of Developmental and Environmental Services, answered
questions from the Committee.

A motion was made by Councilmember Hague to adopt the striker. The motion passed 9-0 with
Councilmembers McKenna, Phillips and von Reichbauer excused.

with Councilmembers McKenna, Phillips and von Reichbauer excused.

Briefing

A briefing on the future of salmon habitat in King County, including an update on the
Watershed Resource Inventory Area (WRIA) planning efforts, as well as ongoing work on
funding and regulatory issues with the state and federal governments.
Scott White, Council Staff, briefed the Committee.

Jane Lamensdorf-Bucher, King County Department of Natural Resources and Parks, briefed and
answered questions from the Committee. Ms. Lamensdorf-Bucher also made a power point
presentation.

Jay Fossett, Senior Government Relations Advisory, Office of the King County Executive, and Dennis
Canty, President, Evergreen Funding Consultants, briefed and answered questions from the
Committee. Mr. Fossett and Mr. Canty also made a power point presentation.
