	Call to Order
		The Metropolitan King County Council's Committee-of-the-Whole meeting was called to order at 9:53 a.m. by Madam Chair Sullivan.



	Roll Call
		Present: Ms. Sullivan, Mr. von Reichbauer, Ms. Edmonds, Ms. Lambert, Mr. Phillips, Mr. Pelz, Mr. McKenna, Mr. Constantine, Mr. Irons and Ms. Patterson Excused: Mr. Pullen, Mr. Gossett and Ms. Hague

2.	Approval of Minutes of December 9, 2002
	Approval of Minutes of December 9, 2002
		Councilmember von Reichbauer moved to approve the meeting minutes of December 9, 2002 as presented. The motion passed.



	Discussion and Possible Action

		A MOTION establishing the statement of policy positions for the 2003 state legislative agenda for King County.
		Chuck Williams, Council Staff, briefed and answered questions from the Committee. Gary Prince, Department of Transportation, answered questions from the Committee. A motion was made by Councilmember Irons to adopt amendment Irons-1. The motion passed 8-0 with Councilmembers Patterson, Pelz, Gossett, Hague, and Pullen excused.

		A motion was made by Mr. Pelz that this matter be Passed Out of Committee Without a Recommendation. The motion carried by the following vote:
Votes:		Yes: 7 - Ms. Sullivan, Ms. Lambert, Mr. Phillips, Mr. Pelz, Mr. McKenna, Mr. Constantine and Mr. Irons No: 0 Excused: 6 - Mr. von Reichbauer, Ms. Edmonds, Mr. Pullen, Mr. Gossett, Ms. Hague and Ms. Patterson

		AN ORDINANCE relating to the organization of the executive branch; making technical corrections; and amending Ordinance 12075, Section 3, as amended, and K.C.C. 2.16.025, Ordinance 14199, Section 11, and K.C.C. 2.16.035, Ordinance 11955, Section 5, as amended, and K.C.C. 2.16.055, Ordinance 14005, Section 3, as amended, and K.C.C. 2.16.0755, Ordinance 14155, Section 5, and K.C.C. 2.16.07585, Ordinance 12529, Section 2, as amended, and K.C.C. 2.16.080, Ordinance 11955, Section 13, as amended, and K.C.C. 2.16.110, Ordinance 12432, Section 2, as amended, and K.C.C. 2.16.120, Ordinance 12075, Section 13, as amended, and K.C.C. 2.50.045, Ordinance 13983, Section 3, as amended, and K.C.C. 4.19.030, Ordinance 12045, Section 5, as amended, and K.C.C. 4.56.070 and Ordinance 12394, Section 3, as amended, and K.C.C. 4.56.085.
		Scott White, Council Staff, briefed and answered questions from the Committee. Clif Curry, Council Staff, answered questions from the Committee. A motion was made by Councilmember Phillips to adopt the Striking amendment. The motion passed 8-0 with Councilmembers Constantine, Gossett, von Reichbauer, Hague, and Pullen.

		A motion was made by Mr. Phillips that this matter be Recommended Do Pass Substitute. The motion carried by the following vote:
Votes:		Yes: 8 - Ms. Sullivan, Ms. Edmonds, Ms. Lambert, Mr. Phillips, Mr. Pelz, Mr. McKenna, Mr. Irons and Ms. Patterson No: 0 Excused: 5 - Mr. von Reichbauer, Mr. Constantine, Mr. Pullen, Mr. Gossett and Ms. Hague

		There being no further business to come before the Committee, the meeting adjourned at 10:25 a.m.
