There being no objections, the minutes were approved.

AN ORDINANCE authorizing the issuance from time to time of limited tax general obligation notes  
(commercial paper) of the county in an aggregate principal amount not to exceed $150,000,000  
outstanding at any time to provide funding to finance or refinance county capital projects; providing for  
the form, terms and covenants of such notes; providing for the sale of the notes in one or more series  
from time to time; delegating authority to approve the issuance and sale of such notes within specified  
parameters, to select one or more commercial paper dealers and to execute mode agreements, dealer  
agreements, credit enhancement, liquidity facility, and related documents; and pledging the annual levy  
of taxes to pay the principal of and interest on notes issued under this ordinance.  
April Sanders, Council staff, briefed the committee and answered questions from the  
members. Dwight Dively, Director, Office of Performance, Strategy, and Budget; and  
Carol Basile, Deputy Director, Finance & Business Operations Division; answered  
questions from the members. Councilmember Balducci moved striking amendment  
S1. The amendment was adopted.  
A motion was made by Councilmember Balducci that this Ordinance be  
Recommended Do Pass Substitute. The motion carried by the following vote:

AN ORDINANCE approving the purchase of property by the King County executive located at 710  
Second Avenue, Seattle, in council district eight.  
Melissa Bailey, Council staff, briefed the committee and answered questions from the  
members. Tony Wright, Director, Facilities Management Division; and Dwight Dively,  
Director, Office of Performance, Strategy and Budget; answered questions from the  
members.  
A motion was made by Councilmember Balducci that this Ordinance be Passed  
Out of Committee Without a Recommendation. The motion carried by the  
following vote:

AN ORDINANCE relating to a capital improvement project; making a supplemental appropriation of  
$37,691,109 to the building repair and replacement fund; and amending the 2023-2024 Biennial  
Budget Ordinance, Ordinance 19546, Section 129, as amended, and Ordinance 19546, Attachment A,  
as amended.  
Melissa Bailey, Council staff, briefed the committee and answered questions from the  
members. Tony Wright, Director, Facilities Management Division; and Dwight Dively,  
Director, Office of Performance, Strategy and Budget; answered questions from the  
members. Councilmember Balducci moved amendment 1 and title amendment T1.  
The amendments were adopted.  
A motion was made by Councilmember Balducci that this substitute Ordinance  
be Passed Out of Committee Without a Recommendation. The motion carried  
by the following vote:
