Call to Order
The meeting of the Transportation Committee was called to order at 1:22 P.M. by Chair Pelz.

Approval of Minutes

The minutes of September 18, December 11, 2002 and January 22, meeting were adopted as written.

Proposed Ordinance No. 2003-0035 Mr. Pelz and Mr. McKenna
AN ORDINANCE adopting revised concurrency methodology and the new transportation
concurrency map, the new monitored zones table, and the new list of monitored corridors;
amending Ordinance 14050, Section 8, and K.C.C. 14.70.210, Ordinance 14050, Section 9,
as amended, and K.C.C. 14.70.220, Ordinance 14050, Section 10, as amended, and K.C.C.
14.70.230, Ordinance 14050, Section 12, and K.C.C. 14.70.250, Ordinance 14050, Section
13, as amended, and K.C.C. 14.70.260 and Ordinance 14050, Section 14, as amended, and
K.C.C.14.70.270, adding a new section to K.C.C. chapter 14.70 and repealing Ordinance
14375, Attachment A, Ordinance 14375, Attachment B, and Ordinance 14050, Attachment
B.
Doug Hodson, Council Staff, briefed the Committee on Proposed Ordinance 2003-0035. Richard
Warren, Roads Division, Department of Transportation was present to brief and answer questions
from the Committee. The following people were present to offer public testimony before the
committee:

Proposed Motion No. 2003-0040 Mr. Pelz
A MOTION approving the transit division response to the 2003 budget proviso requiring
submission of a report on the results of a thirty-vehicle test of mobile data terminals
proposed for installation in all transit accessible service vehicles.
Arthur Thornbury, Council Staff, briefed the Committee on Proposed Motion 2003-0040. Park
Woodworth, Manager and Janey Elliott, Transit Planner, Paratransit/Rideshare Operations Section,
Transit Division were present to answer questions from the Committee. The following person was
present to offer public testimony:

- Philip Grega, 1902 -2nd Avenue, #616, Seattle, WA 98101
A motion was made by Mr. Irons that this matter be Recommended Do Pass. The motion
carried by the following vote:
Votes:
Yes: 4 - Mr. Pelz, Mr. Gossett, Mr. Irons and Ms. Patterson
No: 0
Excused: 3 - Mr. McKenna, Ms. Edmonds and Ms. Lambert
