The meeting was called to order at 11:15 a.m.

Approval of Minutes of November 15, 2004

Mr. von Reichbauer moved to approve the minutes of the November 15, 2004 meeting as presented.

Reports on Special and Outside Committees

Mr. Constantine reported on the Watershed Resource Inventory Area 9 Steering Committee meeting.
The committee discussed its plan towards salmon recovery in the Green/Duwamish River system.
The committee had a presentation on ecological economics and the value of different resources
within the Green/Duwamish River system. The committee set an agenda for future workshops and
the process for adopting a plan for the Green/Duwamish rivers.

Ms. Patterson reported on the Puget Sound Regional Council Transportation Policy Board, which
makes recommendations to the Executive Board about transportation policy, decides how federal
funds are to be spent for transportation in the region and develops the long range plan regarding
transportation and growth management. The Transportation Policy Board made four
recommendations to the Executive Committee regarding the legislative agenda. The Board also
agreed that the Legislature sustain the ability of this region to develop a regional transportation
funding proposal to present to the voters.

Ms. Edmonds reported on the Seattle North King County Transportation Board (SeaShore). She
indicated that special guest Aubrey Davis spoke about the transportation pricing pilot project. If
successful, the project would change the way we use our cars. The Board had a presentation
regarding the SR167 HOT link project and established two subcommittees.

Ms. Edmonds reported on the Washington State Association of Counties Board Meeting. The Board
appointed Ms. Edmonds Secretary Treasurer.

Mr. Pelz reported on the Sound Transit Central Link Oversight Committee. The committee got on a
bus and traveled the light rail line and toured the maintenance base and construction on Beacon
Hill.

Mr. Irons reported on the Eastside Transportation Partnership (ETP). The members had an update
from Sound Transit regarding eastside regional express. The members discussed options for I-90
and had a briefing from the Washington State Department of Transportation regarding HOT lanes
on SR167. The members had a legislative update and formed a nominating committee.

Mr. Phillips reported on Watershed Resource Inventory Area 8 Forum, who are elected officials
serving to review the draft plan. The Forum had an update on the chinook recovery plan in draft
form. The Forum had good presentations from the group Shared Strategy and concluded with the
King Conservation District project updates.

Mr. Phillips indicated he and Mr. Irons co-chair the Cedar River Council and asked Mr. Irons to
comment on the WRIA 8 Open House held at the Maplewood Golf Course in Renton. The draft King
Conservation Plan was reviewed and there was good discussion regarding WRIA 8 goals and
objectives.

Derham".
Mr. von Reichbauer raised a point of order regarding a majority to divide the issue. The Chair
clarified Mr. McKenna's motion was to further amend Amendment 1.

Scott White, Chief of Staff, answered questions of the Council.

Proposed Ordinance No. 2004-0504 Ms. Patterson and Mr. Phillips
AN ORDINANCE approving and adopting the addendum to the collective bargaining
agreement negotiated by and between King County and International Brotherhood of
Teamsters Local 174 representing employees in the department of natural resources and
parks; and establishing the effective date of said agreement.
Ms. Patterson moved to relieve the Committee-of-the-Whole of further consideration of Proposed
Ordinance 2004-0504 and rerefer to the Labor Operations and Technology Committee. Seeing no
objection, the Chair so ordered.
Re-referred to Labor, Operations and Technology Committee
The Chair recessed the meeting at 11:56 a.m.
