Call to Order
The meeting of the Transportation Committee was called to order at 1:04 P.M. by Chair Pelz.

The minutes of September 18, 2002 meeting were held.

Proposed Motion No. 2002-0508 Mr. Pelz
A MOTION authorizing the executive to accept a bequest of $360,000 from the estate of
Lillian May Hyde to King County's ACCESS transportation program for the benefit of van
service provided to Beacon Hill and the South Seattle district.
Doug Hodson, Council Staff, briefed the Committee on Proposed Motion 2002-0508. This matter
passed subject to signatures.
A motion was made that this matter be Recommended Do Pass Consent. The motion carried by
the following vote:

Yes: 4 - Mr. Pelz, Ms. Lambert, Mr. Irons and Ms. Patterson
No: 0
Excused: 3 - Mr. McKenna, Ms. Edmonds and Mr. Gossett

Proposed Substitute Motion No.

A MOTION authorizing the county executive to enter into a memorandum of understanding
with nineteen partners for participation in and advancement of the Freight Action Strategy
for the Seattle-to-Tacoma Corridor, generally referred to as the FAST Corridor.
Doug Hodson, Council Staff, briefed the Committee on Proposed Motion 2002-0553. There were
two amendments adopted. This matter passed subject to signatures.
A motion was made that this matter be Recommended Do Pass Substitute Consent. The motion
carried by the following vote:

AN ORDINANCE relating to road fees; setting the effective date for the fee schedule for
residential dwelling units; and amending Ordinance 11617, Section 43 and Attachment B,
as amended, and K.C.C. 14.75.040.
Doug Hodson, Council Staff, briefed the Committee on Proposed Ordinance 2002-0558. There was
a Striking amendment adopted. This matter passed subject to signatures.
A motion was made that this matter be Recommended Do Pass Substitute Consent. The motion
carried by the following vote:

AN ORDINANCE authorizing the executive to enter into an interlocal agreement between
King County and the city of Tukwila regarding the maintenance, operation and future
rehabilitation or replacement of the South Park bridge.
Paul Carlson, Council Staff, briefed the Committee on Proposed Ordinance 2002-0571. There was
an amendment adopted. This matter passed subject to signatures.
A motion was made by Mr. Irons that this matter be Recommended Do Pass Substitute. The
motion carried by the following vote:
