A MOTION approving the roads operational master plan Phase I report and work plan for phase II.

WHEREAS, the county road services division is responsible for providing road services to the citizens of unincorporated King County including designing, building, operating, and maintaining roads and bridges in unincorporated King County, and
WHEREAS, road services are supported by property tax revenue and state motor fuel revenue, which are likely to decline as a result of annexations and incorporations in the future, and
WHEREAS, annexations, climate change, environmental regulations, transportation sector cost escalation and other changes affect the scope and financing of road services, and
WHEREAS, a road services division operational master plan ("ROMP") will guide development of a sustainable operational and financing model for the provision of road services, and
WHEREAS, Motion 12786, adopted by the council on May 27, 2008, approved a work plan for Phase I of the ROMP, as required by a proviso in Ordinance 15975, and
WHEREAS, the ROMP advisory committee task force and work group have carried out the tasks envisioned in the Phase I work plan, with the intent to establish a broad policy framework to guide decisions about the provision of road services in King County, and
WHEREAS, the executive has transmitted to the council with this motion, a report on Phase I of the ROMP and a work plan for Phase II of the ROMP, both developed collaboratively with staff from the transportation director's office, the road services division, the office of management and budget, the office of strategic planning and performance management, the facilities management division and the council;
NOW, THEREFORE, BE IT MOVED by the Council of King County:

The report on Phase I, and the work plan for Phase II of the road services division operational master plan, Attachment A to this motion, is hereby approved.
