AN ORDINANCE authorizing the King County executive to execute an interlocal agreement with the city of Renton relating to permit processing for grading and associated building permits associated with the Soos Creek trail.

      BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
      SECTION 1.  Findings:
      A.  The King County facilities management division has been the project manager for previous phases of construction on the Soos Creek trail.
      B.  The facilities management division anticipates applying for permits later in 2009 for Phases V and VI of the Soos Creek trail.
      C.  Some portions of these phases are in unincorporated King County, while others are within the jurisdiction of the city of Renton.
      D.  It is more efficient for the permit applicant, which is the facilities management division, as well as the citizens of the county, to seek development permits from a single agency.
      E.  The county has a long history of providing quality regional services to smaller incorporated governments.
      F.  The county and the city, although separate legal entities, share the common goal of processing development permits and providing quality services to the citizens of the county as efficiently as possible.
      G.  The Renton city council is expected to approve the attached interlocal agreement for processing the grading and associated building permits associated with the Soos Creek trail.
      SECTION 2.  The county executive is hereby authorized to execute an interlocal agreement, substantially in the form of Attachment A to this ordinance,
 
with the city of Renton relating to grading and associated building permit processing for permits associated with the Soos Creek trail.
