Title
AN ORDINANCE clarifying provisions regarding strategic planning and performance management; and amending Ordinance 16202, Section 8, and K.C.C. 2.10.060.

BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. Ordinance 16202, Section 8, and K.C.C. 2.10.060 are each hereby amended to read as follows:
A. Beginning in ((2009)) 2010, and every five years thereafter, the county executive shall develop a countywide strategic plan to guide the ongoing and proposed activities of the county for the next five years. The countywide strategic plan should take into consideration the collective aspirations of the community, as well as the views and recommendations of the public and countywide elected officials.
B. In between the five-year updates, the countywide strategic plan shall be revised and updated as needed by the county executive in consultation with the public and countywide elected officials.
C. The countywide strategic plan and any updates shall be transmitted to the council by ((motion)) proposed ordinance by ((December 15)) May 1 for the council's review and ((comment)) adoption after review by countywide elected officials.
D. The countywide strategic plan shall serve as the framework for countywide priority setting, business planning, budget development, resource allocation and leadership and managerial accountability.
E. The countywide strategic plan shall include, but shall not be limited, to the following:
1. A vision and mission statement for King County government;
2. Prioritized medium- to long-range goals;
3. Priority outcomes relative to each goal with a primary agency, department or office accountable to achieve each goal; and
4. Performance measures for each goal with a primary agency, department or office accountable for improvement of each performance measure.
SECTION 2.
A. To ensure completion of the countywide strategic plan for transmittal to council by May 1, 2010, as described in section 1 of this ordinance, the executive shall submit a draft countywide strategic plan to the council by December 15, 2009. At a minimum, the draft countywide strategic plan shall include draft mission, vision, goals for King County government and options for implementation efforts. The draft countywide plan will also present a discussion of the strategic planning process including the methods selected for involving the public; county employees, and elected officials. Eleven copies of the draft plan shall be filed with the clerk of the council, for distribution to all councilmembers.
B. Upon completion of the final countywide strategic plan by the executive, the performance management workgroup as part of its 2010 work program shall undertake an advisory review of Ordinance 16202, the performance and accountability act, as amended, to enhance or clarify, as needed, the strategic planning framework, schedule, definitions and requirements as to their practicality and ease of implementation. As part of that advisory review, the performance management workgroup shall identify any future steps including legislative changes that should be considered to make progress implementing performance based budgeting in King County.
