Title
A MOTION adopting the charter of the Metropolitan Water Pollution Abatement Advisory Committee.
Body
      WHEREAS, RCW 35.58.210 establishes the Metropolitan Water Pollution Abatement Advisory Committee ("MWPAAC"), which membership is comprised of cities and special districts providing local sewer service in King County, to advise the county executive and county council in matters relating to the performance of the water pollution abatement function, and
      WHEREAS, MWPAAC advised the Metro council upon its creation in 1958 and, following the transfer of Metro's responsibilities to King County in 1994, has continued its valuable role of advising the county executive and county council in matters relating to the performance of the water pollution abatement function, including the development of the wastewater program's major plans and policies and annual sewer rates, and
      WHEREAS, MWPAAC worked with the wastewater treatment division of the department of natural resources and parks, to formulate a charter to clarify its mission and identify the avenues for providing advice to the county executive and county council, and
      WHEREAS, the charter, which was adopted by MWPAAC on May 28, 2008, states the mission and purpose of MWPAAC, establishes reporting relationships, identifies specific goals and objectives, requires bylaws to govern MWPAAC's internal processes and conduct, requires the preparation of an annual work plan and requires the staff of the wastewater treatment division to provide information in a timely manner to MWPAAC, and
      WHEREAS, King County values and relies upon MWPAAC's advice and supports MWPAAC's efforts to enhance its effectiveness through the formulation and adoption of a charter;
      NOW, THEREFORE BE IT MOVED by the Council of King County:
 
      The King County council hereby adopts the charter of the Metropolitan Water Pollution Abatement Advisory Committee, which is Attachment A to this motion.
