Title
AN ORDINANCE authorizing the executive to enter into an interlocal transfer agreement for Swamp Creek park and the Inglewood wetlands natural area properties between King County and the city of Kenmore.
Body
      BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
      SECTION 1.  Findings:
      A.  King County's annexation initiative encourages the transfer of local parks within the cities and their potential annexation areas to achieve both financial stability in the current expense fund, and the regional land use vision set forth in the countywide planning policies.
      B.  Consistent with the parks and recreation division's business transition plan and the focus on partnering with groups and jurisdiction to provide recreation opportunity, this transfer will result in the enhancement of the city's park system.
      C.  King County and the city of Kenmore have agreed to terms of an interlocal agreement for the transfer of Swamp Creek park and the Inglewood wetlands parcels to the city.
      D.  The recitals in the agreement set forth relevant facts supporting and explaining the terms of the transfers.
      E.  King County and the city have agreed that the transfers will take place within thirty days following execution of the interlocal agreement by both parties.
      F.  Transfer of the park under the terms and conditions of the attached agreement will serve an important county purpose by ensuring that the park will remain open and available for community use and the habitat values of the natural areas will be protected.
      SECTION 2.  The King County executive is hereby authorized to enter into an
 
interlocal agreement, substantially in the form of the attached agreement, with the city of Kenmore relating to the transfer of real property.
