AN ORDINANCE requiring the preparation of a strategic plan for the department of development and environmental services.

STATEMENT OF FACTS:
1.  King County unincorporated area citizens demand and deserve to be treated with respect and provided accessible and high-quality customer service.
2.  On July 7, 2008, the council of King County approved Ordinance ----- (Proposed Ordinance 2008-0221) creating a countywide performance and accountability system.  As part of this system, all executive departments are required to prepare five-year strategic plans beginning in 2010.
3.  There is an urgency for the development of a strategic plan for the department of development and environmental services to assist the department in providing high-quality customer service.
      BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
      SECTION 1.  The director of the department shall prepare a five-year strategic plan for the department of development and environmental services.  The strategic plan shall include in its mission statement to provide high-quality customer service.  The strategic plan shall also include a bill of rights for building and land use permit applicants.
      SECTION 2.  The county executive is requested to transmit to council by March 1, 2009, a motion adopting a five-year strategic plan for the department of development and environmental services.  The strategic plan shall include in its mission statement to
