Title
A MOTION authorizing temporary free disposal of storm-related debris resulting from the December 2007 storm event.
Body
WHEREAS, King County experienced unusually destructive rain, flooding and other secondary hazards ("the storm") beginning December 1, 2007 causing significant damage to homes and other property, and
WHEREAS, the executive, on December 4, 2007, declared a storm emergency for King County, and
WHEREAS, disposal of solid waste material resulting from the storm at normal disposal fees would cause financial hardship for many property owners and could delay the cleanup of debris, and
WHEREAS, all of King County will benefit from the prompt cleanup of debris caused by the storm, and
WHEREAS, the executive, on December 6, 2007, called for a temporary waiver of solid waste fees for the disposal of storm-related debris at county disposal sites beginning December 13, 2007 and ending December 16, 2007, and
WHEREAS, the estimated loss of revenue resulting from the temporary solid waste disposal fee waiver is approximately $50,000;
NOW, THEREFORE, BE IT MOVED by the Council of King County:
A. The King County council, in light of the storm emergency that has occurred beginning December 1, 2007, affirms that it is in the best interest of the county to waive the solid waste disposal service fees provided for in KCC 10.12.021, and hereby temporarily waives such fees for storm-related debris resulting from the storm of December 2007.
B. Loads of storm-related debris from commercial haulers will not be accepted at no charge without prior authorization by the division director of the King County solid waste division. For jurisdictions that have drop boxes, commercial haulers may seek authorization from the solid waste division to dispose of storm related debris at no charge. These jurisdictions may also seek reimbursement from the county for any transport costs for this storm event.
