Title
A MOTION authorizing the executive to accept donations from various organizations that have been or will be made and recognizing past and in-kind donations in support of the Children's Health Initiative in accordance with the policies established in Motion 12507.
Body
WHEREAS, King County's mission for the health of the public is to identify and promote the conditions under which all people can live within healthy communities and can achieve optimum health, as adopted in Motion 12475, and
WHEREAS, it is the intent of the county to improve the health of children, and
WHEREAS, significant disparities in children's health by race, ethnicity, region, and income persist in King County and in some cases are growing, and
WHEREAS, research shows that effective policy for ensuring healthy children, resulting in healthy, productive adults, rests on removing barriers that prevent children from achieving consistent access to comprehensive health care, and
WHEREAS, the King County Children's Health Initiative ("CHI") was adopted unanimously by the King County council in Motion 12507 on May 7, 2007, and includes vision and mission statements for the CHI, goals, and three program components including advocacy for insurance coverage for children, outreach to children and health innovation pilot projects, and
WHEREAS, these organizations making contributions support the CHI, which aims to improve the health of low-income children in King County, and
WHEREAS, these organizations support the vision of the CHI, which combines targeted outreach and linkage strategies connecting families to comprehensive preventive services including oral and mental health and a medical home, and
WHEREAS, the CHI vision rests on a public/private collaboration and a blend of public/private funds to turn the vision into reality, and
WHEREAS, these organizations have specified that funds be earmarked for implementation of innovative pilot approaches to improve children's health in King County that will dovetail with the state's timeline including, but not limited to, such things as best practices in outreach and linkage, oral health quality improvement and integration, mental health integration pilot programs and on-line enrollment, and
WHEREAS these organizations have highlighted the children's health needs the CHI addresses and encourage additional funders to contribute to the CHI, and
WHEREAS, these goals match the stated intent of the county in its adopted Motion 12507 to dedicate one million dollars annually from the county general fund in 2007, 2008 and 2009 for the outreach component of the CHI and to partner with private sector donors on creating pilot projects that will strengthen linkages in the health care system and reduce barriers children face in accessing comprehensive health care;
NOW, THEREFORE, BE IT MOVED by the Council of King County:
The King County council authorizes the executive to accept donations that have been or will be made, in accordance with the agreements and letters attached, Attachment A to this motion, and in accordance with the policies established in Motion 12507, from the following organizations and totaling in the following amounts: one million dollars from Group Health Cooperative, two hundred thousand dollars from Children's Hospital and Regional Medical Center, one hundred thousand dollars from Community Health Plan, one hundred thousand dollars from Molina Healthcare of Washington, fifty thousand dollars from Harborview Medical Center, fifty thousand dollars from University of Washington Medical Center, fifty thousand dollars from Swedish Medical Center, fifty thousand dollars from Evergreen Medical Center, forty thousand dollars from Northwest Hospital, fifty thousand dollars from Valley Medical Center, twenty thousand dollars from Washington State Hospital Association, thirty-three thousand dollars from Virginia Mason Medical Center, sixty-one thousand dollars from the Robert Wood Johnson Foundation, forty thousand dollars from United Way of King County, five thousand dollars from First Choice Health, one thousand five hundred dollars from OneHealthPort and one thousand dollars from Providence Health & Services for planning and implementation support of the health innovation pilot projects for King County's Children's Health Initiative.
The King County council recognizes Washington Dental Service for its commitment to provide services valued at one million dollars in support of the Children's Health Initiative and the W.K. Kellogg Foundation's grant of one hundred forty-eight
thousand eight hundred that the county has previously received and appropriated in support of the Children's Health Initiative.
