Title
A MOTION accepting the 2020 Preliminary Vashon Rural Town Affordable Housing Special District Overlay Evaluation, as required by Ordinance 18623.
Body
WHEREAS, Ordinance 18623 adopted the 2017 annual update to the King County Comprehensive Plan and the Vashon-Maury Island Community Service Area Subarea Plan as an element of the Comprehensive Plan, and
WHEREAS, Policy H-5 in the Subarea Plan in Attachment A to Ordinance 18623 encouraged development of incentives to increase affordable housing within the Vashon Rural Town, subject to certain criteria, and
WHEREAS, in response to and consistent with Policy H-5, Ordinance 18623 adopted an Affordable Housing Special District Overlay to incentivize development of affordable housing within the Vashon Rural Town, and
WHEREAS, Ordinance 18623, Section 10, VMI CSA Workplan Action 3 in the Subarea Plan and the Priority 1 Implementing Action for Policy H-5 in the Subarea Plan direct the county to evaluate the affordable housing incentives in the special district overlay, and
WHEREAS, Ordinance 18623 directs that:
1. Three annual preliminary evaluation reports on the special district overlay be transmitted by December 31, 2018, December 31, 2019, and December 31, 2020, and
2. A draft final evaluation be completed within ninety days of either four years after the effective date of Ordinance 18623 or after issuance of the first permit necessary for construction that would result in a cumulative total of one hundred twenty affordable housing units within the special district overlay, whichever comes first, open a forty-five day comment period on the draft final evaluation, and prepare a final evaluation within sixty days of the end of the public comment period, and
WHEREAS, in response to COVID-19, the King County council approved Motion 15620, extending the due date for any report, study and other work product due in 2020 by sixty days, resulting in a transmittal deadline for this rep...
