Title
AN ORDINANCE creating the King County Puget Sound Taxpayer Accountability Account fund; and adding a new section to K.C.C. chapter 4A.200.

PREAMBLE:
In March 2019, the Washington state Legislature created the Puget Sound Taxpayer Accountability Account as an amendment to the 2015 State Transportation Revenue Package and directed that the funds be used to improve educational outcomes in early learning, K-12 and higher education.
In August 2019, metropolitan King County Council Motion 15492 identified the future allocations of Puget Sound Taxpayer Accountability Account proceeds to priority educational areas and requested the executive to develop plans to allocate proceeds within priority areas.
BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
NEW SECTION. SECTION 1. There is hereby added to K.C.C. chapter 4A.200 a new section to read as follows:
A. There is hereby created the King County Puget Sound Taxpayer Accountability Account fund.
B. The fund shall be a first tier fund. It is a special revenue fund.
C. The department of community and human services shall be the manager of the fund.
D. The fund shall be used to collect revenue from the Puget Sound Taxpayer Accountability Account created by RCW 43.79.520. Moneys in the fund must be used consistent with Washington state law requirements for Puget Sound Taxpayer Accountability Account proceeds, which state that counties may use distributions from the account only to improve educational outcomes in early learning, K-12 and higher
education including, but not limited to, for facilities and programs for children and youth that are low-income, homeless, or in foster care, or other vulnerable populations.
