AN ORDINANCE that adopts the 2019 annual budget and makes appropriations for the capital improvements for the Harborview Medical Center.

STATEMENT OF FACTS:

1.  The Hospital Services Agreement between the Harborview Medical Center, the University of Washington and King County dated February 25, 2016, establishes a process for the development of the annual capital improvement budget for the medical center.

2.  Consistent with that agreement, the Harborview building repair and replacement budget for 2018 is proposed for King County council adoption following the recommendations of the capital project oversight committee in March 2018 and the approval of the 2019 budget by the Harborview Board of Trustees in June 2019.

                     BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:

                     SECTION 1.  Findings:  On May 24, 2017, the council adopted Ordinance 18521 amending the Harborview 2017 Annual Budget Ordinance and making a supplemental appropriation not to exceed $28,160,000 to the Harborview building repair and replacement fund and declaring an emergency.  The appropriation was to resolve electrical infrastructure damage caused by flooding in the Ninth and Jefferson building as a result of a fault in the sprinkler system during a routine test in 2016.  The cost was fully funded by a settlement between University of Washington Medicine and its insurer, Zurich International.  For capitalization purposes the funds were intended to be appropriated to the county's building repair and replacement fund, fund 3951, rather than to the Harborview building repair and replacement fund, fund 3961.  However, a technical error was made in Ordinance 18521 where the ordinance language referred to the Harborview building repair and replacement fund but the fund number referred to the county's fund 3951 and Attachment A to Ordinance 18521 referred to the county's building repair and replacement fund, fund 3951.  The error was corrected for the county's building repair and replacement fund by Ordinance 18602 by appropriating $28,160,000 to the county's building repair and replacement fund, fund 3951.  The appropriation in this ordinance includes the disappropriation of $28,160,000 to Harborview building repair and replacement fund, fund 3961, which would complete the technical correction.

                     SECTION 2.  The 2019 annual budget for the Harborview Medical Center capital improvement budget is proposed and, subject to the provisions hereinafter set forth and the several amounts hereinafter specified or so much thereof as shall be sufficient to accomplish the purposes designated, appropriations are hereby authorized to be distributed for salaries, wages and other expenses of the Harborview Medical Center building repair and replacement fund, for capital improvements and for other specified purposes for 2018.

                     SECTION 3.  CAPITAL IMPROVEMENT PROGRAM - The capital budget and program for 2019-2024 is incorporated as Attachment A to this ordinance.  The executive is hereby authorized to execute any utility easements, bill of sale or related documents necessary for the provision of utility services to the capital projects described in Attachment A to this ordinance, but only if the documents are reviewed and approved by the real estate services section of the facilities management division, and the prosecuting attorney's office.  Consistent with the requirements of the Growth Management Act, Attachment A to this ordinance was reviewed and evaluated according to the King County Comprehensive Plan.

                                          From the Harborview building repair and replacement fund there are hereby appropriated and authorized to be disbursed the following amounts for the specific projects identified in Attachment A to this ordinance.
