A MOTION proposing an honorary road name designation in memory and recognition of First Lieutenant Michael R. Adams.

WHEREAS, the council, by motion, may propose an honorary road name designation, consistent with Ordinance 18299, and
WHEREAS, on March 16, 2004, First Lieutenant Michael R. Adams was killed in an accident in Asad, Iraq, just west of Baghdad while riding in a convoy to Kuwait, and
WHEREAS, First Lieutenant Adams lived with his family in the unincorporated community of Fairwood from the time he was in third grade until his graduation from Kentridge High School in 1998, and
WHEREAS, as an Eagle Scout, Commander of the Kentridge High School Junior ROTC Unit and an impeccable student, First Lieutenant Adams was nominated by former U.S. Congresswoman Jennifer Dunn to the United States Naval Academy, and
WHEREAS, First Lieutenant Adams was nominated by U.S. Senator Patty Murray to the United States Military Academy at West Point, and
WHEREAS, First Lieutenant Adams graduated from the United States Military Academy at West Point in 2002, and trained to be an Armor Officer at Fort Knox, Kentucky, before being assigned to be a tank platoon leader with the 3rd Armored Cavalry Regiment at Fort Carson, Colorado, and
WHEREAS, in 2003, First Lieutenant Adams was deployed to Iraq, and
WHEREAS, First Lieutenant Adams was killed in an accident on March 16, 2004, and
WHEREAS, First Lieutenant Adams is buried in the United States Military Academy Post Cemetery in West Point, Orange County, New York, U.S.A., and
WHEREAS, to honor First Lieutenant Adams's life, dedication and service to his county, the council of King County is considering an honorary street designation of "1LT Michael Adams Place" for Southeast 185th Place, the road where First Lieutenant Adams's childhood home was located;
NOW, THEREFORE, BE IT MOVED by the Council of King County:
A. The council proposes that the section of Southeast 185th Place between 132nd Place Southeast and 134th Avenue Southeast be given the honorary road name designation "1LT Michael Adams Place," to honor First Lieutenant Adams's life, dedication and service to his country.
B. In accordance with K.C.C. 16.08.050.C.5., the road services division is directed to prepare a list of the names and addresses of all affected property owners on Southeast 185th Place between 132nd Place Southeast and 134th Avenue Southeast. The list shall be sent to the clerk of the council no later than June 30, 2018, who shall retain the original and provide an electronic copy to all councilmembers, the council chief of staff, the policy staff director and the lead staff for the mobility committee, or its successor.
C. Within ten days of receipt of the list of affected property owners from the road services division, the clerk of the council shall mail to each affected property owner a copy of this motion and a notice advising the affected property owners that the council may introduce an ordinance to make the honorary road name designation. The notice shall inform the affected property owners that the proposed honorary name designation will not replace the legal name of the street or change their addresses, and that the costs associated with installing and maintaining the honorary road name designation signage shall be borne by the road services division or its successor. The notice shall provide that members of the public may submit comments on the proposed honorary name designation to the clerk of the council no later than August 31, 2018, and shall include both email and regular postal mail addresses to which comments may be submitted. The clerk of the council shall retain any submitted comments and provide, by September 10,
2018, copies of submitted comments to all councilmembers, the council chief of staff, the policy staff director and the lead staff for the mobility committee.
