AN ORDINANCE approving March 2018 public transportation service changes for King County.

STATEMENT OF FACTS:
1. The proposed changes to Metro's fixed route transit network include changes that affect service in the cities of Federal Way, Issaquah, Kent, Kirkland, Redmond, Renton, Sammamish and Seattle.
2. The proposed changes are consistent with the policy direction and priorities adopted in Ordinance 18301, enacted June 16, 2016, in the 2015 update to King County Metro's Strategic Plan for Public Transportation 2011-2021 and associated Service Guidelines.
3. Metro's adopted 2017/2018 budget includes funding to add service to corridors throughout King County that are currently below the target service levels (also referred to as Priority 3 service investment needs) set by Metro's Service Guidelines.
4. The proposed service changes would add service on Routes 74, 153, 183 and 930, which were identified as operating on corridors served below their target service levels in the King County Metro 2016 System Evaluation Report.
5. Construction of the Center City Connector Streetcar, beginning in August 2017, will prevent contiguous bus operation on First Avenue in downtown Seattle until its completion in 2020.
6. In August 2017, Route 99 will begin operating on a construction reroute, using Second and Third Avenues in downtown Seattle.
7. In 2017, Metro conducted public outreach concerning proposed changes to service on First Avenue in downtown Seattle provided by Route 99, which identified public support for the Route 99 and transit service for the waterfront and northwest Belltown.
8. The proposed service changes would discontinue Route 99 with the March 2018 service change. A related administrative service change would revise Route 29 to provide northbound and southbound service on First Avenue between Denny Way and Lenora Street. Metro will work with the city to seek approval of a southbound stop at First Avenue and Broad Street.
