AN ORDINANCE creating funds relating to county roads; amending Ordinance 17527, Section 160, and K.C.C. 4A.200.650, and adding new sections to K.C.C. chapter 4A200.

PREAMBLE:
The roads services division constructs and maintains roads, bridges and related infrastructure in unincorporated King County. The division proposes to create two new capital funds to enhance the transparency of fund management and facilitate compliance with reporting requirements for first use in the 2017/2018 biennial budget.
BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
NEW SECTION. SECTION 1. There is hereby added to K.C.C. chapter 4A.200 a new section to read as follows:
A. There is hereby created the county road construction fund.
B. The fund is a first tier fund. It is a capital projects fund.
C. The director of the department of transportation shall be the manager of the fund.
D. All receipts from transfers from the roads operating fund, bond proceeds, grants and other revenues for road division construction projects shall be deposited in the fund.
NEW SECTION. SECTION 2. There is hereby added to K.C.C. chapter 4A.200 a new section to read as follows:
A. There is hereby created the county road major maintenance fund.
B. The fund is a first tier fund. It is a capital projects fund.
C. The director of the department of transportation shall be the manager of the fund.
D. All receipts from transfers from the roads operating fund, bond proceeds, grants and other revenues for county road preservation and major maintenance projects with an appropriation shall be deposited in the fund.
SECTION 3. Sections 1 and 2 of this ordinance apply to appropriations first approved in the 2017/2018 biennial appropriations ordinance or later.
SECTION 4. Ordinance 17527, Section 160, and K.C.C. 4A.200.650 are each hereby amended to read as follows:
