Title

AN ORDINANCE relating to management and operations of Harborview Medical Center; and declaring an emergency.

                     BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:

                     SECTION 1.  Findings:

                     A.  The current management agreement between King County, the Harborview Medical Center board of trustees and the University of Washington expires December 31, 2015.

                     B.  Over the course of the last several months, representatives for the University of Washington, King County and the board of trustees for Harborview Medical Center have been negotiating terms for a new long term agreement for the University of Washington to operate and manage Harborview Medical Center.

                     C.  There remain a few issues on which the parties' representatives have not reached agreement.  Preserving the status quo by extending the existing management agreement for a short term allows the parties' representatives an opportunity to complete the negotiations on the remaining few issues so that the new long term agreement may be transmitted to the board of trustees and the council for review and approval during this short duration.

                     D.  An extension of the current agreement preserves the public health and supports an existing public institution.

                     E. Enactment of this ordinance as an emergency ordinance is necessary in order to authorize extension of the agreement prior to its expiration.

                     SECTION 2.  The King County executive and president of the board of trustees for the Harborview Medical Center are authorized to execute a short-term extension to the current management agreement until February 28, 2016.

                     SECTION 3.  The county council finds as fact and declares that an emergency exists and this ordinance is necessary for the immediate preservation of public peace,

health or safety or for the support of county government and its existing public institutions.
