AN ORDINANCE allocating funds for water quality improvement activities, programs or projects in accordance with the 2015/2016 Biennial Budget Ordinance, Ordinance 17941, Section 110, Proviso P2; and authorizing the release and expenditure of $2,096,043 by the wastewater treatment division.

STATEMENT OF FACTS:

1.  The regional wastewater services plan Financial Policy FP-8, as provided in K.C.C. 28.86.160, specifies the allowable use of up to one and one-half percent of the annual wastewater treatment division's operating budget for water quality improvement activities, programs and projects, in addition to those that are functions of sewage treatment.

2.  The 2015/2016 Biennial Budget Ordinance, Ordinance 17941, Section 110, Proviso P2, states that $2,096,043 shall be released upon adoption of an ordinance or ordinances allocating these funds to specific water quality improvement activities, programs or projects located within the King County wastewater treatment service area.

3.  In accordance with Ordinance 17941, Section 110, Proviso P2, Attachment A to this ordinance allocates these funds for water quality improvement activities, programs or projects to specific entities and in specific amounts.

4.  King County shall disburse funds to the specified entities through agreements to ensure the expenditure of funds as intended for water quality improvement activities, programs or projects.

5.  Administration and management of those agreements are the responsibility of the wastewater treatment division.

                     BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:

                     SECTION 1.  The $2,096,043 restricted in the 2015/2016 Biennial Budget, Ordinance 17941, Section 110, by Proviso P2, is hereby allocated for water quality

improvement activities, programs or projects to specific entities and in specific amounts as set forth in Attachment A to this ordinance.
