AN ORDINANCE making supplemental appropriations of $28,000,000 to the cultural development authority and $500,000 to the historic preservation program for the building for culture program; and amending the 2015/2016 Budget Ordinance, Ordinance 17941, Sections 74 and 92, as amended.

BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. This ordinance makes a supplemental appropriation of $28,000,000 to the cultural development authority and $500,000 to the historic preservation program for the building for culture program.
SECTION 2. Ordinance 17941, Section 74, as amended, is hereby amended to read as follows:
CULTURAL DEVELOPMENT AUTHORITY - From the arts and cultural development fund there is hereby appropriated to:
Cultural development authority $((29,401,000)) 57,401,000
P1 PROVIDED THAT:
Of this appropriation, $2,000,000 shall be expended or encumbered solely for the preservation action fund. Of that amount, funds shall not be expended or encumbered until the executive transmits an agreement between the county and 4culture on how the preservation action fund will be administered and governed and a motion that approves the agreement, and the motion is passed by the council. The motion shall reference the subject matter, the proviso's ordinance, ordinance section and proviso number in both the title and body of the motion. The executive must file the motion required by this proviso by February 1, 2016, in the form of a paper original and an electronic copy with the clerk of the council, who shall retain the original and provide an electronic copy to all councilmembers, the council chief of staff, the policy staff director and the lead staff for the budget and fiscal management committee, or its successor.
SECTION 3. Ordinance 17941, Section 92, as amended, is hereby amended to read as follows:
HISTORIC PRESERVATION PROGRAM - From the arts and cultural development fund there is hereby appropriated to:
Historic preservation program $((968,000)) 1,468,000
P1 PROVIDED THAT:
A. Of this appropriation, $500,000 shall be expended or encumbered solely for the Barn Again program to stabilize, rehabilitate and restore historic barns, farmhouses and related outbuildings such as sheds, silos, milkhouses or other structures that are historically associated with the working life of a farm or rural community. The grant program will be managed by King County's department of natural resources and parks historic preservation program. The department of natural resources and parks historic preservation program shall solicit grant applications and determine the grant recipients and grant awards, which are anticipated to be in the range of $5,000 to $75,000 based on the following evaluation criteria:
1. The extent to which the project preserves historic character;
2. The readiness of the applicant to initiate, manage, and complete the project;
3. The reasonableness of the project cost estimate;
4. The extent to which the project will facilitate the building’s long-term preservation and continued use; and
5. The urgency of the threat and need for repair.
B. The executive shall transmit an annual report on this restoration program identifying all applicants, amounts requested and awarded, the address and council district of each project, descriptions of the restoration work for each barn or farm structure and the estimated or actual completion date for each restoration project. The executive shall transmit the annual report by February 1 each year, with the final report being transmitted by February 1 of the last year the department of natural resources and parks historic preservation program awards any funds to any applicants for the barn restoration program. The executive must file the annual report in the form of a paper original and an electronic copy with the clerk of the council, who shall retain the original and provide an electronic copy to all councilmembers, the council chief of staff, the
council policy staff director, and the lead staff for the transportation, economy and environment committee or its successor.
